  • You will not be able to submit applications, attachments or online messages.
  • Applications cannot be processed during system maintenance.

How long will the eService be unavailable?

The service interruption will begin at 2:00 PM on Thursday 20 August. The service is expected to be restored at 6:00 PM on Saturday 22 August.

If additional repairs are required after the update, Sunday 23 August has been reserved for this work.

Can I submit applications or attachments through the eService during the service interruption?

No. The eService will be unavailable throughout the service interruption, so applications and attachments cannot be submitted electronically.

Will applications be processed during the service interruption?

No. The system update will also affect the Fund’s internal systems, so application processing will be suspended for the duration of the maintenance. In practice, this will affect only one full working day: Friday 21 August.

When should I submit my application?

First application

  • You can submit your first earnings-related allowance application once two weeks have passed since your unemployment began.
  • If this date falls within the service interruption, submit your application after the service interruption has ended.

Follow-up applications

  • Subsequent applications are submitted for application periods of four weeks or one calendar month. You can submit your follow-up application at the earliest on the final day of your application period.
  • If your application period ends before the service interruption begins, we recommend submitting your application before the service interruption starts.
  • If the final day of your application period falls during the service interruption, submit your application after the service interruption has ended.

Please note: Always follow your usual application period! Do not submit your application before your application period has ended or covering a shorter period than usual, as this will only delay the processing of your application.

Can I submit my application or attachments by post or bring them to one of the Fund’s regional offices during the service interruption?

Yes, but applications cannot be processed during the system maintenance. Therefore, submitting a paper application by post or delivering it to a regional office will not speed up its processing.

You can find the PDF application forms here.

Can I submit my application or attachments by e-mail during the service interruption?

For data security reasons, we cannot accept applications or attachments sent by regular e-mail.

However, you can send them by secure e-mail to kassa@pam.fi. Please read the instructions for using secure e-mail carefully here (available only in Finnish).

Please note that applications cannot be processed during the system maintenance, so submitting your application by e-mail will not speed up its processing.

Will the payment of my benefit be delayed because of the service interruption?

The service interruption does not affect benefit payments. If you have already received a payment decision, the benefit will be paid to your bank account as usual within approximately 1–2 business days.

However, the service interruption may cause delays in application processing, as we will have to process more applications than usual once the service has been restored.

We have prepared for the expected increase in applications following the service interruption by making arrangements to help us process applications as quickly as possible.

The deadline for my appeal / request for additional information / consultation letter concerning the recovery of overpaid benefits is during the service interruption. What should I do?

If the deadline for responding to a request for additional information or a consultation letter concerning the recovery of overpaid benefits falls during the service interruption, it will automatically be extended to Sunday 30 August.

The deadline for submitting an appeal cannot be extended. If you need to submit an appeal during the service interruption, please send it to us by secure e-mail. You can find detailed instructions on how to submit an appeal here.

Can I send online messages to the Fund during the service interruption?

No. As the eService will be unavailable, you will not be able to send online messages during the service interruption. We will also be unable to respond to online messages during system maintenance.

How can I contact customer service during the service interruption?

Our telephone service and customer service offices in Helsinki, Turku and Tampere will remain open as usual.

Please note, however, that during system maintenance, our customer service staff will not have access to all of your personal information and will not be able to process applications. We are still happy to help you with general questions about unemployment benefits and provide guidance on, for example, completing a paper application.
