Lay-off
You should register as a job seeker with the employment authority no later than the first day of your lay-off.
You can fill out your first application for earnings-related allowance after two weeks. If you work during the lay-off, remember to report the work in the application. Also submit the lay-off notice and your employment contract to the Unemployment Fund.
If your lay-off continues, apply for earnings-related allowance retroactively every month.
It is worth putting your job search into effect and applying for earnings-related allowance even during short lay-offs. For example, individual lay-off days build up the waiting period in an 8-week period.
There are numerous factors in the Unemployment Security Act that can put the applicants in a different situation although they appear to be the same on the surface.
The following factors affect the daily allowance decision:
- Is the underlying employment contract part-time or full-time. A full-time employment contract is a contract where the working hours are more than 80% of the maximum working hours in the sector.
- Is the lay-off carried out as part-time or full-time lay-off – you see it from the lay-off notice.
- Does the daily allowance period start from the beginning or will it continue with the previously defined earnings-based daily allowance.
- Will a waiting period build up the employment or has it been built up already.
- Has the lay-off and job search started at the same time?

Submit the lay-off notice and employment contract to the Unemployment Fund. If you work during the layoff, also send a pay slip showing the wages earned during the lay-off period.
The Unemployment Fund also needs a statement from the employment authority. The statement is automatically submitted to the Unemployment Fund when you notify the employment authority of your Fund membership.
Yes, you do. Always indicate all the days and hours you have worked during the application period in the application. Submit also the employment contracts to the Unemployment Fund.
Instructions for completing the application and marking working hours can be found here
Earnings-related daily allowance is redetermined when you meet the 12-month work requirement again. At the same time, a new waiting period is also set.
If the 12-month work requirement is not met, the earnings-related allowance is not calculated and the waiting period is not set.
The effect of annual leave depends on whether the leave was earned from full-time or part-time work.
If you have been laid off from full-time work and you take annual leave earned from full-time work during the lay-off, you are not entitled to earnings-related allowance for the period of annual leave.
If you have been laid off from part-time work and you take annual leave earned from part-time work during your lay-off, you can apply for adjusted earnings-related allowance also for the period of annual leave. Holiday pay and holiday bonus depend on the time of payment.
